The 2G iPod Touch 8GB and '3G' 32GB and 64GB are shipping with 3.1 from September 9 in the box. If I buy one, can I downgrade to 3.0 to jailbreak, I know I can wait for the jailbreak but I'm wondering if you can downgrade to 3.0.

No it won't work. There isn't a iPT3G 3.0 firmware file in existence.

No reason why it can't work, as long as you DFU restore you should be able to jailbreak

No, a 3.0 firmware for the new iPod touch 3G doesn't exist, therefor, a jailbreak is still being developed by the iPhone Dev and Chronic Dev. The only devices that are currently jailbreakable on the 3.1 firmware(I only say this because the new 3G comes stock with 3.1) are the iPhone 2G, iPhone 3G, and the old iPod touch 1G.

I got a new 8gb Touch with 3.1 pre-installed a few days ago. I have tried to downgrade dozens of times and always get error 1600. Others have confirmed that their new 8gb Touch will not downgrade. It seems there is enough of a change in the new 8gb to consider it part of the 3G family if for no other reason than it will not accept pre-3.1 firmware.

Having said that, for the hell of it I tried to install the iPod3,1_3.1.1 firmware and iTunes immediately says "incompatible firmware" rather than attempting to unpack and begin the installation, so that (among other things I found) tells me the new 8gb Touch is still considered a 2G by Apple. In the end the generation doesn't matter because it's clearly immune to jailbreaking and downgrading...for now.
