If I were to set up a network at my house just for my ipod, what would I need exactly? I thought I would have to buy a wireless router and set it up from that, but a friend told me that I could buy a wireless card for my computer and just share it from that.

    Could anyone provide some insight?

you need a router so you have wifi from the modem
wireless card has nothing to do with setting up a wifi network

If you have cable broadband to your computer you can share that via a wireless card or usb adaptor so that your ipod Touch can access it. There have been many threads on this, it can be a bit fiddley to set up on Windows but apparently on a Mac it is pretty easy.
