on a hackintosh PC or a PC with Leopard dual-booted.

you'll have to build the toolchain yourself with cygwin. It's a pretty beastly task. I'd actually recommend writing code on your PC, then scp'ing to your iPhone/iPoT and just compiling on your iphone/ipod touch. It's alot easier.
