I'm just a noob myself, but I would call Apple care for a problem like that....when you connect it to the computer does it stop the looping at all?

Um well...... The apple logo disapears for a short while in 3.0....
Just wait a while, and if it doesnt boot for 15-20 minutes, youre gonna have to DFU

Call Apple Care for a problem with a jailbroken app?! Thats like biting your face of with a shark, they will void your warranty. Only send to apple once restored

it should not take more than 10 minutes to boot, then you have a problem

@ The OP be patient we all have lives to get on with. Have you tried the BigBoss fix for looping SBSettings after the update. By any chance did you install it through Icy? It can leave you with past versions

press the home button and the sleep/wake button for 30 seconds. then connect to itunes , let it backup and power on.

i totally second that. its like if you are jailbroken then drop your ipod in water or something they wont refund it!
