Is there a way to make your ipod go in to safe mode every time you power off your ipod on a tethered jailbreak?
or if your battery dies, it will switch off and when you turn it back on it will go to safe mode?

    I imagine you mean a semi-tethered jailbreak.
At the moment, the answer is no.

What semi-tethered means is that when you jailbreak, and restart, it will reboot, but in its normal state, NOT jailbroken.

No, you can't do that even with a semi-tethered jailbreak. I don't even understand why you would like to do it. A semi-tethered jailbreak just lets you boot into normal mode without a computer.

If you leave your ipod in safe mode and the battery dies, will it still be in safe mode when you turn it back on?

Why do you need to go into safe mode?

all the mobile substrate extensions are disabled giving you more free RAM, CPU time, etc.
