Does the Safari Download Plugin work on iOS 4?
It claims to have downloaded files, but it didn't add the /var/mobile/Library/Downloads folder and once I added it myself no files actually went to the folder. It still claimed to be downloading.

It never worked for me when I was on 4.0. It did the exact same thing.

I guess I'll just have to wait awhile for GBA games.

It worked for me at the start, but now it says it failed to create the download folder

It doesn't even give me that error. It acts like everything's fine.
I didn't notice until I'd downloaded a whole bunch of stuff and went to move them into their correct folders and there was no download folder. :/

On mine it doesn't even load the preferences bundle in the settings app, so I can't even use it. I just use the DownloadsPro app from the app store and then hit open in iFile and put it wherever it's needed.

I've started using an app called "downloads" from the app store
It works great! You have to use it separately
From safari, but it's really easy.
