router/DNS problem

    I live on a university campus and have a linksys router, both my wii and laptop have always worked wifh it. I have the router setup as an access point (dhcp is off).when I connect the touch I get a valid ip (132.177 subnet) but get that safari error everyone is talking about. However when I turn dhcp on the touch works after I change the DNS IP to that ofthe router. I would really like to make the touch work w/o dhcp enabled,and I believe the issue to be in the DNS. The only solutions I can find involve dhcp, does anyone know how to fix this.
