    Install Reflective Dock.
    2. Apply In Winterboard
    3. Apply Transparent Dock in Winterboard.

Do you have to use exactly the same apps as they set it up as? Or is it automatic?

Nope, It Will Make Any Icon Reflect. So Its automatic. Just drag it to the dock and it will reflect. You can also go into settings>reflective dock
You can have the whole springboard reflect.

Just tick Reflect Dock Icons and Reflect App Icons to On or to your liking.

You can mess around with the gradient, opacity, reflection gap, the length, and horizontal shift.

The "messing around" part, I'm assuming this is done through iFile and such? Not Winterboard?

And this is in Cydia, am I correct?
