I have a jailbroken 2nd gen 8gb, running on 3.1.3. I have about 600mb of memory left. Its been super slow recently, from opening apps to loading my music library. It hasnt been this slow before, it started right after I synced it to my iTunes. What would be possible reasons to its slow speed and are there any ways to speed it up?

Already tried rebooting it a few times? or free memory using sbsettings?...usually an iTunes sync won't slow down an iPod Touch...since it hasn't done it before (or was this the first sync? guess not).
Could be a broken installation of an app...dunno

You should try getting rid of apps that you do not use. And try downloading SBsettings off of cydia, and click processes> free memory. Can help a tad

Yeah I forgot about the SB Settings Memory thing. I also just changed themes and took off some options using Winterboard and that helped. Is it possible to have too many options toggled on in Winterboard? Or have too many songs?

yep of course it is possible...at least in terms of winterboard
one more theme = +used memory

but not: one more song = +used memory - that's quite wrong...

Yes, this happened to me too. I had to reboot at least twice a day. And large megabyte apps wouldn't load. Probably because I had 15 options on in Winterboard. Haha

None. On a 1st, 2nd or 3rd Gen 8GB device, Themes are extremely slow.

Winterboard is fine. Try disabling all the mobile substrate addons you don't use. Too many addons cause conflict because they can interfere with each other. You can disable them with sbsettings. Also look into something called supercharged. I'm not telling you to get it, just look into it. It helped me alot
