If i have a new computer, with no OS on yet, should i install vista first, or leopard first? I plan on dual-booting them together.

try leopard first. if it doesnt work, then install vista, or try JaS 10.4.6 Tiger, because it seems to be the most compatible for Hackint0sh's.
but i dont know about dual booting vista and osx, neither has a great boot menu to my awareness (my ubuntu/OSX dual boot works perfect with grub)

If you wanna dual boot then Vista first. But dont make yourself comforatble with it incase something goes wrong with dual booting.

I just dual booted my system today actually! I had Leo already on my main hd, so I installed vista to my other hd because resizing HFS+ partitions is a pain in the ass... I had to unplug my Leo drive in order to let vista install however, and now I just hit the F8 key at bootup and choose which hard drive to boot... I don't really need one bootloader to control them all but I might try to do that.
