About the tethered jailbreak I understand that you would need to plug it into your computer to jailbreak again. So my question is that when it comes to restarting springboard does it act as booting up the ipod too? (as in having to re-tether it into my computer)

If you're asking if you need to connect to your computer to respring, the answer would be no. You can respring freely.

Tethered means that you need to plug your device jut to boot it not to respring or do anything else

Yeah what same said, you have to continuously keep re-jailbreaking your iTouch or iPhone and boom your back to your settings again.
