Battery Percent is what he wants.
I don't remember what to add, but you need to add something in the SpringBoard.plist or something similar. You can also get it from restoring from a 2.x backup with it installed/in use.

Do you want it on the charging screen or the status bar?

For the status bar, you can activate it by going into sbsettings and more then clicking on extras and enable numeric battery, and for the charging screen, you can find a package in cydia that has this. Then you can tap the battery to change it from a percent to the default.

If you mean numerical, go to SBSettings or BossPrefs and hit more and enable numeric battery

    .
If your jailbroken, just install SBSettings.
Don't want to jailbreak? Enable numeric battery on 2.x and restore from backup like i said previous.
