Does anyone know how to do the thing where you double click or something, and a box pops up, and you can tell it how big of a circle, square, etc you want?

I did it in school. (iMac + Photoshop CS3)
But i cant do it at home (PC w/ Vista + Photoshop CS3 Extended)

    Help please? Thanks!

It's a drop-down in the toolbar, select "Fixed Size" or something and put in how big you want it to be.
