I think he means, listen in on a party chat, which would be illegal I believe.

Eh, not sure about illegal, but I can surely say that Microsoft does not have millions of employees listening in on your party chats.

geez dude enough with the pointless xbox questions. Stop asking about how to get around things and how to do things, go out and get a real 360 with HD and all and buy a sub for live. Xbox Live isnt run by some communist, its a service that you pay for, once M$ has your money they really dont care what you do with it as long as your not cheating. Any and every player can "report" you for doing something "wrong" but unless you get some absurd number of people complaining M$ wont give a crap about it. So just be smart, dont be one of those little kids that that sits there and speaks/breaths/yells/sings into the microphone for a whole game and you wont get b*tched at or reported.

I think ive covered evry possible thing you can ask about it now and given you some good advise on how to use it properly. So stop making anew thread every time you have another simple question about the Xbox 360 or Xbox Live, as im sure all of this could have been found in the main FAQ section on xbox dot com. If you find yourself having another question just come back to this thread read this post again and you will see what you need to do.

AND NO, THEY DONT! Who would hire a million employees just to listen to a bunch of littel kids all day.

What would you be saying on a party chat that you didn't want people to know about. The only people who can listen to a party chat are the people in it.
