I had it. It should be in the "Store" list, between Store and Purchased. At least that's where it was for me.

Go to "About" in the menu and double check that you actually have iTunes 10.

you might need to reinstall it.

What country are you from? Might not be available there yet?

I didn't see it at first either, so I went to the iTunes store and when I did that the "Ping" text showed up below "iTunes Store" on the left side of the iTunes navigation pane.

I just tried something you might find useful. At the very bottom of the iTunes Shop window you can see a kind of menu with i.e. 'Explore', 'features', 'Help', 'Manage' and this last option is what you should check. Last item in 'Manage' is 'Change Country' if you want to enable 'PING' just change the country to the country where it is available (USA) on the other hand, if you want to disable 'PING' change your country to another where it is unavailable. Of course, changing your country might change options available at the top of your iTunes, so be careful.
