Nexus 4: Insufficient Storage Available (Play Store), but I have 3.5 GB?

    I tried wiping the app data for the Play Store and the data for Google Play services, but I still can't update any of my apps because of insufficient storage. On 4.2 I used to get the error when I had less than 500 MB of space, but 3.5 GB should be more than enough to update a tiny app like Skype.

    Does the Nexus 4 separate app storage and the internal user storage? My HTC One X does this, and the storage allowed for apps is only about 6gb (out of my 16gb total).
    If you go to Settings > Storage, are there two headers (one for "app storage" and one for "phone storage")?

    No, the Nexus 4 doesn't do this* to my knowledge. *Thankfully.
