SHSH Blobs are basically back up files for your iPhone / iPod Touch that will allow you to downgrade to a previous firmware if wanted. Theres a tutorial on how to save your shsh blobs is somewhere on the forum.

There licensing codes. Apple stop licensing old firmwares, so you save these and host them locally or on somebodies server, like Saurik's (dude who made Cydia). then you point your computer there rather than Apple's servers so iTunes sees the license and thinks its ok to downgrade / restore.
