The iPhone 4 with more RAM (512MB vs 256MB) is undoubtedly a better web browser. It can hold more (much more) tabs in memory than the iPod Touch 4. In this regard, the iPod Touch 4 is not any better than the iPod Touch 3.

But the iPhone 4 can still hold more tabs because it has more RAM. Holding a tab means that it won't reload the tab when you come back to it.

I'm sure the new A4 chip will enable faster rendering of web pages over the 3rd gen.

Yeah, it renders faster and smoother (you can check how much smoother by going to Apple.com and watch those headline animations), but the iPhone 4 can still hold more in memory.

CPU is primarily what will determine performance in this case. RAM only effects performance if you're at max capacity and the system has to start using slower forms of storage (disk, etc).

It's quite clear that the touch is faster at browsing the web, which is a great thing

People are getting too stressed over the RAM quantity - it hasn't been a problem on the 3rd gen, so it shouldn't be a problem on the 4th gen.

Exactly. Unused RAM has no benefit, and I've seen no indication that the extra 256MB would be serve any purpose for the touch 4.
