    get ROM's from this site:

    http://www.theoldcomputer.com/Libara...ms_summary.htm

1.Once you downloaded and unzipped all your rom's on your comp make a folder named ROM's
2.And Inside That folder Make a Folder Called NES
3.place all roms in the NES folder
    4.upload using a SFTP client

the ROM folder which contains the NES folder that has all your rom's should go in
    var/root/Media

In order to do this, does ur iTouch need to be Jailbreak? or can I just play these Roms with my iTouch straight outta the package?

I'm pretty sure it needs to be jailbreaked.
You can't access your ipod via FTP if it's not jailbreaked

Make sure the touch is not in sleep mode. Wake it up and turn off the auto lock feature.

SSH works for me whenever I'm in Springboard.

You need to jailbreak it. You can not run any third party apps (or iPhone apps for that matter) until you jailbreak.
