    Are you sure that's the theme casuing it? It looks more like the screen is messed up.

    it could be your MobileSubstrate Addons that could be draining your battery. You can turn off the unneeded ones in SBSettings

    if that line actually scrolls from top to bottom as you suggest, i would look into a Wallpaper.html or something like that

    open in notepad

    see if you cant find how to turn it off

    maybe a Configureme.html or similar

    i'm curious now, what is the theme called and did the scanline come with it?

    i sorta wanna play with it myself and i'm sure i could figure how to get rid of it

    search for "Umbrella" on cydia/rock. i dont have any 3rd party repo's so you should easily find it. ill look into that wallpaper.html since there is one there, just not sure what it was for.

    Edit: looked at it in notepad

    background-image:url("Wallpaper.png");
    }
    img.transdown

    width: 320px;
    opacity: 1 !important;
    -webkit-transform: translate(0em,30em);
    -webkit-transition: -webkit-transform 2s linear;
    }
    img.transup
    {
    width: 320px;
    opacity: 0 !important;
    -webkit-transform: translate(0em,-30em);
    -webkit-transition: -webkit-transform 0s linear;
    }
    </style>
    </head>
    <body style="color: black">
    <div class="clean" id ="Body">
    <img src="Scanline.png" id ="Scanline">
    </div>
    <script>
    var scan = function () {
    Scanline.className = 'transdown';
    setTimeout(reset, 3000);
    };
    var reset = function () {
    Scanline.className = 'transup';
    setTimeout(scan, 3000);
    };
    scan();
    </script>
    </body>
    </html>

    says something about the scanline at the bottom
