Try to download the 3.1.2 firmware and then manually downgrade your device via iTunes.

    Download the correct firmware.

    Download tinyumbrella

    Connect your device.

    If itunes opens close it.

    Open tiny umbrella.

Under advanced options request the saved shsh for your particular device and particular firmware.

Start the TSS server in tinyumbrella.

    Put your device DFU mode.

Open itunes and shift restore to the desired firmware

Were you able to request your SHSH blobs?

If you cant start the TSS server try opening itunes first and then starting the server.

The TSS server tricks itunes into requesting permission for the downgrade for cydias server. Apples server wont authorize the downgrade so you get an error. You have to use the tss server.

you should run tiny umbrella as an administrator.

Also, you may have to temporarily disable you anti virus program in order to run the tss server. Because tiny umbrella temporarily changes your host file in order to run the server.

    Try disabling Antivirus.
Also, are you on the administrative account on the computer. If the computer has multiple account then generally only the administrator can perform administrative actions.

Try those couple things and check back.
