Hm. Connect it to a computer and tell me if it shows up eventually. If so, we may be able to find out what the deal is.

    Please answer the following questions:
-What iOS version was it on?
-What jailbreak did you use? [evasi0n for iOS 6.0 - 6.1.2,]
-What iPod Touch is it? 4G? 5th Gen? 3G? 2G? [Assuming your "Device" on your profile is the one you're talking about, it's a 5th Generation Touch]

Follow these steps to get it working again:
    1) Plug your iPod Touch into your computer that has iTunes installed and an internet connection
    2) Turn off your device (Hold the Home and Lock/Power Buttons down until the screen goes blank when stuck on the Apple Logo)
    3) Press and Hold Power+Home Buttons down for 10 seconds.
    4) Release the power button, but keep holding the home button for 30 seconds!
    5) iTunes should pop up with a message telling you "An iPod Touch has been found in recovery mode"

    Click "Restore"

Your iPod should be functioning again, however your data might not be restored until you do a data restore (assuming you had a backup)

My computer recognises my ipod is there but itunes doesn't and the ipod stays in the same state as before.I have left it to run out of charge and then turning it back on again but it stays the way it was before.

    redsn0w and iPod4,1_6.0_10A403_Restore
    my ipod is a 4g
the reason it is in the 5th generation is becasue i couldnt find 4g
I have done what you said but my ipod doesn't go into dfu mode.
itunes will recognise it for a short while then a message will pop up
saying it cant find the ipod.Because it have went back to the apple screen.
    thanks for the reply.

Sounds like you DID infact get into DFU mode however your USB Hub or Chipset Drivers crapped out on you.
It's a hit and miss in this scenario.

The solution to this is a painful, "Use another computer" and try the steps again.
Just curious, are you using a MAC or Windows?

Another note: Do you have the proper SHSH blobs to downgrade from 6.1.3 to 6.0?

Then I've got bad news. You can't downgrade it at the moment.
Do a normal official restore if you can using the method I listed above.
Try this at another computer with iTunes if you can.
