I know that you can make iPhone applications in windows with Cygwin. Could someone give me a link on how to make apps that work on 3.0 please? It should have how to install cygwin and how to make the header and implementation files and other good stuff. It should be simple for noobs like me in app development.

Only if you run a system that supports gcc. You could do that in a virtual machine, but compiling will be slower.

Cygwin is the most efficent way to do it on Windows. Unfortunately you won't get a nice IDE either way, but you'll at least be able to compile.

Do I just type the code in notepad and save the files as .h .m ect. And just compile them? Them SSH the files into my iPod and run the application from the springboard?
