making icons - best program?

    im guessing it would be photoshop. every time i try to resize something on microsoft photo editor or gimp or paint, it gets all blurry. i cant make anything look good. help please

    He said it. I had no previous experience before in graphix design but i got cs3 extended and the *workaround*, and within ours i was making decent looking things

    Photoshop is the best. But a free program, which is also very good, is Paint.net .

    Photoshop is free... if you know how to...*cough*[PIRACY.tb]*cough* Oops.. I said too much...

    Any photo editor when resizing images to be larger will be blurry and screw up the pixels. I used GIMP for awhile, it should be fine with resizing to a smaller size. Photoshop is the best though.

    I would highly recommend one of the two programs below, specifically PhotoShop, although there's another free alternative.

    Purchasable Program - Adobe PhotoShop CS3 (Extended)
    Free Program - Paint.NET

    yea paintshop CS3 is awesome with making icons...im a noob with making icons lol...i dunno how to make the icon look "shiny"....how do you photoshop experts make an icon?...
