Legally? No. Apple limits you to running their OS on their hardware.
Illegally? I believe so - people have hacked to allow MacOS X to run on non-Apple computers.

I have OSx86 10.4.10 running great on my toshiba laptop except for my wifi card isn't yet supported. Just Google "OSx86" and you should be able to find all the info you require.

Keep in mind it's a little more complicated than jailbreaking a Touch; you have to make all your hardware work properly.

It can be done with on Intel and AMD processors in PCs - but it's a tricky procedure, that's probably not worth the hassle. It's VERY picky about the hardware (particularly wireless and graphics cards).

More info can be found at www.osx86project.org
