I do not know of such an app. The command is not difficult to type in, not one bit.

    Code:
    ifconfig en0 ether xx:xx:xx:xx:xx:xx

I don't reboot often, and I use it for the same purpose: my school has a MAC filter.

Unless your network or a network you want to connect to has a MAC filter, you need not worry. My school has a MAC filter that allows only school computers to connect. I wrote down the MAC address of a school computer and changed my iPod's MAC address to that one. Now the school network thinks my iPod is a school computer. Fun stuff. My MAC address will revert to normal after you reboot, and you don't notice any real changes in online performance.
