Basically, find a program called 'Respring' in Installer or Cydia. The 'Springboard' is your Ipod main screen, where all your apps are. The 'Respring' app refreshes your Ipod, like F5 on your computer, and when it does this it will display your downloaded app on your Springboard.

So basically, download 'Respring', reboot your Touch, download the program you want, run Respring, and there it is. After that, download to your hearts content, and remember to respring afterwards.

Why not just use Cydia? Unlike Installer 4 it's actually good at what it does and it's stable.
