Its for 3GS's with old bootroms.

Before you could only do it if you were already pwned on 3.1.x. I'm not sure if this is still the case.

it does say you have to be pwned. Dunno if we should interpret that as jailbroken

A custom firmware build with PwnageTool preserves your baseband so it cannot really be compared to jailbreakme.com.

And there is is an error in the linked how-to (or maybe I am slightly too drunk): When it asks if you are with an official carrier it probably wants to know if you want to hacktivate your iPhone or activate it later on iTunes - it probably has nothing to do with updating your baseband. Better someone double check this.

This wont work if you're jailbroken with spirit or star. Only a device thats been jailbroken with redsn0w or blackra1n will accept a custom firmware file

I guess that is related to spirit and star being userland jailbreaks while for the iPhone 3GS to accept a custom firmware in recovery mode you need a hacked IBSS presnt on the device with these pesky sig checks disabled.
