Today I received an e-mail requesting to change my password in Dutch. I found this very strange because I live in the U.S. and my e-mail is very hard to guess. Is it after a number of failed tries to login, Apple sends an e-mail to your account on how to change your password?

That is most likely a phishing email. I doubt Apple would ever send you an email asking you to change your password.

I could make one like that too. Don't believe everything, make sure you know what it is first.

You need to say the e-mail address that sent the e-mail. Apple doesn't own "the classic white middle and grey background" in e-mails.

If you still have it and have doubts forward it to apple's abuse department
and they can verify if they sent it or not but most likely as others have been
stating it's a phishing scam so forward it to apple's abuse department and then delete it.

If this email is real, then what likely happened is that someone tried to log into your account, and then clicked the forgot password option (a rather noobish thing to do).
