Does the problem only occur in playing music? how about videos? or apps?
Try restoring the iPod without a jailbreak. im sure that would fix it.

    try this.

plug in your ipod to iTunes.
click on the music tap under the ipod menu.
    right click on any song.
    click get info
click on option and go to volume adjustments
    slide the slider to 100%
then click ok and play the song on your ipod to see if it working.

If you're using a docking speaker built specifically for the ipod then the volume slider doesn't work you need to use the volume on the dock

nopee that doesnt work either like the volume lever on the ipod moves right to left but no increase or decrease in the volume happens

try resetting all the settings general > reset > reset all settings.
