Are all the apps in there the apps you must pay for in the app store? Or is there where you can download apps that Apple rejected from the App Store?

Using <REDACTED> is for applications that should cost money on the App Store. Basically, by using it, you're robbing many independent developers of their hard earned money and source of income. Do you really want to be responsible for putting somebody out on the street?

You can download some rejected applications like iWipe, Podcaster, and more from Cydia.
