is there a program....

    that will allow me to go into the ipod without wifi and put emulators, roms, and games like Quake in it

    so i downloaded this

    what folder do i go to to put emulators and roms in, and were do i go to put Quake in

    Easiest way is to get Quake and the emulators off of Cydia/Installer, and then as for where to put the roms, it depends on the emu, it should tell you where they go if you run it without any roms in.
