I have been running Cydia on my 3GS (3.1.2) for months now...No issues.

I just downloaded SBSettings and restarted the phone and now it is just a black screen. No text, nothing. I cannot turn the phone off. Nothing works.

    Is it bricked?

Try a restore, or, *sigh*, upgrade to 3.1.3.

Ok, try to reboot it manually by holding the power and home button until the Apple logo appears. Usually around 10 seconds.

Well, for starters, this whole "Post after 2 months" thing is called necroposting, and it is frowned upon.

However, as nothing can be done now, I'll answer your question.

iPods cannot be bricked from software tweaks. Apple wisely created the giant backdoor that is DFU+Restore. Completely wipes and reinstalls the software using the hardware based DFU mode.
Devices like PSP require some of it's own functioning software to restore or fix itself. When that functioning software isn't there, the device is doomed unless you can put in some new hardware with the software (like a pandora's battery).
