Jailbreaking any device is safe. It's what people do when they are jailbroken that isn't always very safe.

No. There's a high percentage of breaking your leg if you proceed to jailbreak.

Not too sure why you waited until your warranty went out but better late then never. If anything does mess up you can restore to factory state. Depending on the jailbreak it will usually slow down your boot. Then adding mobile substrates will also slow your device down.
