So I would like to switch libraries, music and video isn't a problem but will I have to re-jailbreak and do I need to download everything over again, including MxTube videos and apps?

I'm guessing he is talking about switching computers.

duh.... I've just never seen multiple libraries on one computer.

If multiple computers are involved you can still sync your apps to the new one without loosing or redownloading anything. When you plug the iPod into the new comp, it might give a message like 'you are already synced to another computer, blah blah' if you get this, CANCEL. Then right cluck on your iPod and choose reset warnings. Now you can sync apps with no problem.
