When I go on Cydia, the top says "This device has SHSHs on file for iPhone OS/IOS: 4.0" But when I try to restore it with firmware 3.1.2 I keep getting error 3194.

Then obviously you don't have SHSH blobls for 3.1.2. Only 4.0, therefore you can't restore.

I pressed the "Make my life easier" button in Cydia when I still had 3.1.2. And also, I don't have a file named 'Hosts' in "C:\Windows\System32\drivers\etc\" however, I do have a file named .LMhosts'.

The 'Hosts' file was hidden. Thanks RedRum.
