    Use winterboard. Place Wallpaper in theme folder.

    When i downloaded the Vista Mobile theme, it came with a bunch of add ons, and one call "VM-StaticWalppr (u Choose)" Makes your lockscreen pic become your springboard pic. You can access it through Winterboard.
