Someone can allow you to connect your iPod Touch to their 3G network on their iPhone (or other phone). But other than that, nope.

I think you could use a app called MyWi, It basically turns your iphone into a wifi router

If you want to connect your iPod to your phone internet connection you can use:

WMWifiRouter if you have a Windows Mobile Phone (connect your iPod to the phone via Wi-Fi)
MiWi if you have a iPhone (Wi-Fi)
JoikuSpot if you have a Symbian (Wi-Fi)

Else install on your iPod iBluever from cydia. It is like bluetooth tethering from your phone to the iPod.

You won't get nothing for free. iBluever costs 5$, i don't know if WWR, MiWi and JS are free. And even if they were, you pay for internet connection.
