I saw warnings about upgrading to firmware 2.2.1 on iPhone because it changes the baseband to something that won't let you jailbreak. Does this apply to the Second Generation iPod touch?

The iPod Touch does not have a baseband.

The baseband is the part of an iPhone that talks to the cellular network in order to make calls, send text messages, etc. Since the iPod touch does not connect to a cellular network, it does not have a baseband. Therefore, you don't have to worry about it.
