ok my brother tried to manually restore the ipod directly form the ipod. he went into setting and hit the that says delete all setttings etc

now my ipod won't turn on it just shows the apple logo and flashes then turns off. Is there any way to fix this and still keep all the data that i had, and if not then what should i do to fix it.
