iTunes won't recognize it because you need to have iTunes set to the appropritate version of the 1.1.5's iTunes version of its time. There are some other methods of placing your Touch to DFU around there forums somewhere man.

$20!!? it must be smokin hot! lol! anyways, i can't really remember, but I think you need itunes 6 or maybe 5 somethin. www.oldversion.com should have the old itunes downloads.

I'm pretty sure it was itunes 6. someone correct me if I'm wrong.

Hmm, let's see if this works.
Have the Touch turned off completely.
Connect it to your PC and have iTunes open.
Hold down the Power Button for 5 seconds. Always helps to sound off.
After 5, hold down the Home button for 10 seconds while keeping the Power Button pressed.
After 10, let go of the Power Button, while keeping the Home Button pressed. Hold it down for about 30 seconds, or until you see iTunes or your PC reacting to what you've done.

iTunes may recognize it from there. Give it a go and come back here to say what's up.
EDIT: Keep in mind that if this does work, leave the Touch in recovery mode. Uninstall iTunes and install iTunes 9 if you want it to be on 3.1.1 FW.

If you do want 3.0, stay on iTunes 8. If you have another iPod Touch with you, connect it and see if iTunes recognizes it. If it doesn't, i'm now thinking that it's the pc not able to receive the Touch's USB drivers to connect to iTunes.

Edit: If you have more than one USB input, reconnect you Touch to a different USB input.
