Can I get an iphone 4 without a contract at the regular retail price? or do I have to pay extra?
You have to pay extra. Quite a bit extra.

Early termination fees are $325 if you buy a phone on or after June 1st, with $10 taken away for every month you complete, before June 1st is $150 with $4 a month taken away. Other ways to buy an iPhone off contract include buying a used one with no contract, or buying an unlocked one and having it shipped here (cheapest is buying it from Canada once they're available, 16GB is about $610 USD and 32GB is about $705 USD, but that's before stuff like shipping and taxes and such. Advantage of that is phone is factory unlocked.)
That's only if you live in a country where Apple can't sell locked phones.

So could I buy one from eBay for the retail price then could I still use the apps other than phone and txt? Ive heard that w/o a contract u can't even use the calculator
eBay is worst then buying it with the no commitment price. I've seen on eBay it striking up to $1200 just for a 16GB. Also you need to activate the phone before you can use anything.
