SHSH blobs are little things that you need to have backed up if you want to restore to a specific firmware in the future. If you don't have the shsh blob for a specific firmware > 4.0, you wont be able to restore to that firmware after apple stops signing it. Its always best to back them up.

As for jailbreaking without losing data, that doesn't really have anything to do with the shsh blobs. You can however use redsn0w to jailbreak your device without losing data, which you can check out here.

Considering you have a 3G, you should have no problems going to a firmware below 4.0, including 3.1.3. The bootrom in the device itself doesn't need the shsh blobs.

Firmwares 4.0 and above have shsh blobs in the firmware itself so all devices have to back them up now.
