Is there an application to develop apps for the iphone on a non mac (ubuntu or windows xp)
Not really. A developer made this.
But it is VERY basic, and it is only the interface builder. I don't think they're even working on it anymore.
I guess you could use VMware to emulate Mac OS on a PC, and use the SDK like that.

yeah that project is completely dead
we released the vb6 source code, and some asshole said he would take it over, and went 3 months making everyone believe he was hard at work, but then came out and was like LAWLS DIDNT REALLY START--IM COOL! HEHE
and then he became hated on his blog.
