I have searched many places and I found nothing helpful...

Can you run the Xcode on a PC
    Or,
Can I install a (legal) copy of Leopard on a USB Portable HD

You can only install a patched copy of Leopard on a PC. Such as iAktos, Leo4All, there are several.

You can use the unofficial toolchain for development if you do not want to get yourself an illegal copy of Leopard.

There are several disks which support AMD, such as iAktos, but I haven't got it to work with my AMD computer yet.

    Processor is not a problem.
