I don't know if anyone has thought of this but: Verizon has a MiFi card which is a device thats a bit bigger than a credit card that acts as a modem so you can connect up to 5 wifi devices to it. Pic: Please Register or Log in to view images For $60 a month you get 5GB of data. Which, in theory, is more than enough to use it with an iPod touch. You can get fring or other VOIP apps to call people, and there are a billion texting apps out there as well. So, basically, you connect your iPod touch to the MiFi card and it gets Wifi, which in turn can let you use it just like an iPhone. And its cheaper than AT&T. Would this work?
