There are no Apple Stores in Germany, you would have to find a "T-Punkt" in which T-Mobile sells it cellphones. However, they only do so with activating a 24 month contract, so you can not visit the Fatherland and take an iPhone home with you.

The only way to buy an unlocked iPhone in Europe (besides eBay) is buying it in France, where they will be selling unlocked iPhones for the (rumored) price of 799€. This is due to French laws that prohibit them from selling only locked iPhones.
