I was just given an iphone and when I turn it on I get the screen that only lets you dial 911. Now I am trying to restore to 3.1.2 and I keep getting this message that says "the iphone could not be restored. This device is not eligible for the requested build". What does that mean? Any help will be greatly appreciated

I'm assuming you have a 3GS? If so you can't restore to 3.1.2 or 3.1.3. Your only way of activating the phone right now is if youput an ATT sim or a phonebook sim in it

and the "the iphone could not be restored. This device is not eligible for the requested build" error is because apple stopped signing fw lower than 4.0.1 and there is no way to downgrade except if you have shsh blobs stored
