You probably have but some people do over look it - have you given the iPhone a reboot?

Hold down the power and home button until the phone turns off and keep holding it till the Apple boot logo appears then release the buttons.

If you haven't done that give it a try

All its doing it restarting the phone like you do with a PC.

Hmm... Only other option is to do a backup in iTunes, download the official 4.0.1 firmware and shift click restore in iTunes, re-jailbreak and sync back your stuff and see if that solves the problem.

DONT do a normal restore or Apple will happily put 4.0.2 on your iPhone which means bye bye jailbreak!

Uh double-tap the home button and quit all of those apps that are running in the background.

Also, make sure you don't have too many jailbreak mods/themes/etc... since they hog your memory and CPU.

Or possibly there is a CPU error, general slow performance could possibly mean a faulty CPU.

I'd get it checked out at an Apple store.

Make sure you restore to 4.0.1.
