its a baseband update error, you can use tinyumbrella to kick it out of recovery mode, this is how you preserve your baseband for the iphone 4

Error 1004 doesn't have to do with baseband (though TinyUmbrella may resolve it). It comes from having modified your hosts file to allow you to downgrade your iPhone. Merely delete thr modification and you'll be fine (I had the same problem yesterday).

    Head to: C:\WINDOWS\system32\drivers\etc
Right click HOSTS and click OPEN
    [Choose OPEN WITH if needed/available]
    Double click NOTEPAD
Delete any line that says 74.208.10.249 gs.apple.com

that didnt work for me (changing the HOSTS file). however, dl'ing the newest itunes and using tinyumbrella got the job done.

i needed to restore so i could re-jailbreak because cydia stopped working.
